ABSTRACT Study of implementation of Pergub DIY No. 110 th 2015 on the implementation of the activities of the mining permit people (case studies of people's illegal mining in the Kec. Cangkringan) The research was distributed by the large number of cases of illegal people's mining in the region of Kec. Cangkringan. Various policies have been issued, and the specific policies of the last set of folk mining is the Pergub DIY No. 110th 2015 on the implementation of the activities of people's mining permit has been endorsed, but still not able to regulate the mining activity. Therefore, the goal of this research is to know the process of the implementation of a policy that is running to later identify the factors restricting the policies that have been issued and implemented in. This research uses qualitative research methods with the model of graunded theory, which studies are conducted in the field using inductive study of the implementation of the policy only as a handle for the investigation. The subject of research is the SKPD handles about a range of activities related to mining and the various communities that become eleman miners or people affected by mining activities directly against the people in the Kec. Cangkringan. The technique of data collection is done in two ways, namely direct observation against the mining activities of the people in the Kec. Cangkringan and conducting interviews with key informants. The results of the research on the process of implementation pergub No. DIY No. 110 th 2015 shows that Government through SKPD mining indeed yet serious in farming out the mining folk, all steps that should have been implemented yet indeed walk and it is still just an agenda. In addition, the implementation of pergub influenced and has quite a lot of obstacles in the field, these barriers arise from internal and external policy. Therefore, the Government should be more focused through the SKPD in the folk mining handlers, so that the sustainability of mining the disturbing wild nature and the welfare of society can be avoided.
