Kapasitas Pemerintah Kabupaten Sleman dalam Menangani Pertumbuhan Minimarket Waralaba Tanpa IUTM

ABSTRACT This study examines about District of Sleman Government for handling minimarket franchising without IUTM problem. The franchising minimarket is one of the trade sector that has been being attention in District of Sleman since 2011. This case is increasing of the amount of the franchising minimarket year by year. District of Sleman Government established District Law number 18, 2012, about Shopping and Store Modern Permission. That District Law regulates the franchising minimarket at any aspects, especially about permission of minimarket establising as main requirement. But in fact, the increasing of the franchising minimarket amount at the field isn’t comparable than IUTM that is produced by District of Sleman Government. From that phenomena, we could see for establishing the franchising minimarket without IUTM problem. By the reality, it is importan to see District of Sleman capacity for handling the franchising minimarket without IUTM problem. The propose of this research is identifying the development of the franchising minimarket without IUTM problem and analyzing District of Sleman capacity for handling the development of the franchising minimarket without IUTM. The writer uses the relevanconcept, that is political economy concept, public policy, and government capacity. The government capacity which is saw ,that is like grouping which is did by Milen are in the organization level and system level. The metode of this research is qualitative metode with case study approach. Whereas the collecting data technique is through the interview, observation, and literatur study. At the finding analysis, the writer uses Miles and Huberman interactive model of data analyzing technique with three phase, that are data reduction, data presentation, and conclusion/verification. By the resulf of the research, could have the counclusion that the development of the franchising minimarket without IUTM problem is caused about two things, that are the weakness of District of Sleman Government controlling and the powerful of rent seeking. The weakness of District of Sleman Government is result by analyzing of the district government capacity from two levels, that are system level and organization level. In system level, there is problem about policy that is made by District of Sleman Government by itself which not fully understanding of the aspect to regulate the franchising minimarket, one of aspect is about the distance. Meanwhle in organization level, one of the problem is in the working program which isn’t appropriate. Whereby the working program that is used for handling socialization program from Disperindagkop. Problem by it’s level which is causing in the weakness of the district government controlling for the franchising minimarket without IUTM. Menwhile the powerful of rent seeking is made by the money politic which is used for expediting establising the franchising minimarket without IUTM
