ABSTRACT This study was conducted to describe the dynamics of social capital in the form, of changes trust the government to Kelompok Tani Mekar Abadi, then changes to become distrust the government to Kelompok Tani Mekar Abadi. This research uses descriptive qualitative research method. The data collected with the main one is the interview. In this study, interviews were conducted with informants who have authority in government decision-making to trust or not trust the Kelompok Tani Mekar Abadi as beneficiaries of government empowerment. The interviews were conducted at least so researchers can find out why the government officials when it will give trusts Kelompok Tani Mekar Abadi or when the government will not trust Kelompok Tani Mekar Abadi again (distrust). Based on research that has researchers held, apparently trust the government to Kelompok Tani Mekar Abadi formed when, the government has confidence if Kelompok Tani Mekar Abadi have shared values such, the value of self-help (swadaya) and the value of self-financing (swadana), which has always been the Government's criteria in choosing a Farmers Group that will be as beneficiaries of the program as well as agricultural development activities that have been designed by the government. While the government's distrust of the Kelompok Tani Mekar Abadi, occurs when governments have felt if the shared values that had been believed by the government is owned by Kelompok Tani Mekar Abadi, it was not proven on a day to day performance of Kelompok Tani Mekar Abadi. Especially when Kelompok Tani Mekar Abadi is managing the program "Budidaya Kelinci" and the program "Budidaya Krisan" entrusted by the government to be managed by Kelompok Tani Mekar Abadi, at that time the government actually get complaints from officials Village Maron and extension agents from the Dinas Pertanian Kabupaten Wonosobo having said that, there are indications of monopolization and abuse of the empowerment of government assistance made by unscrupulous administrators Kelompok Tani Mekar Abadi. Therefore, when Kelompok Tani Mekar Abadi failure in managing the empowerment assistance given by the government to Kelompok Tani Mekar Abadi, the government then felt if distrust is verified, so now trust the government to Kelompok Tani Mekar Abadi has turned into distrust of the government against Kelompok Tani Mekar Abadi.
