Abstract The life safety is right for all Indonesia citizens. Government as country organizer is obliged to protect and strive for the citizens to have proper life. However, there are still many families living below the poverty line. Not only adults, but also children's issues became the problem focus that should be solved. Abandoned children do not get the fulfillment of life aspect such as; education, physical-psychological needs and psychological accompaniment. If this situation is allowed continuously then it will cause new problems such as; crime involving minors, poverty and a decline of future generation quality. The obligation of Government in solving the problems of the poor and abandoned children is written in Constitution of the Republic of Indonesia in 1945 Chapter 34 Verse (1). In the implementation, policy and derivation program that are made has not been in accordance with the number of poor and abandoned children. Therefore, society awareness over the same issues is much needed. In the life of independent community, emerges social association that is named HIMMATU. HIMMATU brings fatherless children, abandoned and disadvantaged children as the main object of their accompaniment. HIMMATU plays an active role in the effort to fulfill the rights of abandoned children especially orphans and disadvantaged children. In order to find out the role of HIMMATU in implementing the fulfillment of the rights to orphans and disadvantage children, this study aims to know further about HIMMATU‟s accompaniment for the poor and abandoned children. This study uses qualitative research, the researcher looks for the information from founder, organizer and associate of HIMMATU. The researcher finds out the reason why HIMMATU can be born and grows in Pleret subdistrict. In the expectation, the findings about the role of HIMMATU on the fulfillment of the right to earn the proper life for fatherless children, abandoned children and disadvantaged children/ the poor can add to the discourse on the best solution for solving the problems of the country. Based on the result of the study, it is known that the role of HIMMATU for fatherless children, disadvantaged children and abandoned children in Pleret subdistrict is quite significant. HIMMATU very exposes to all walks of life in Pleret subdistrict who want to join either as an associated object or as an associate. In the implementation, HIMMATU secedes from Local Governments. By the independent and voluntary principle, HIMMATU maintains the sustainability of the activities to fulfill the rights of orphans and disadvantaged children. Though HIMMATU is independent, it does not mean that HIMMATU is anti-government. Sometimes, HIMMATU is also being used as an intermediate party in implementing compensation program from Local Governments. HIMMATU also tries to establish the communication with association or other social foundations. HIMMATU‟s movement to mobilize members is not easy. There are many challenges that are faced from the surroundings. The funding that does not involve Government thus became the big question for most of the society. Many of those people suspect that HIMMATU‟s funding comes from Middle East countries.
