ABSTRACT The development of modern business has put Corporate Social Responsibility (CSR) is becoming an important part of business continuity management. The Indonesian government requires CSR activities through Law No. 40 of 2007 and the Regulation of the Minister of PROPER. PROPER is the Program Performance Rating in Environmental Management. In 2015, PT Pertamina (Persero) Terminal BBM Rewulu the companies in the group Oil & Gas Distribution has the highest score in the category of assessment in the field of Community Development which is used as benchmarking PROPER green. So this is exciting researchers conducted a study that aims to determine PROPER role in building the governance of Community Development at PT Pertamina (Persero) Terminal BBM Rewulu. This study uses a literature review of the system of UN Global Compact Management Model. The qualitative research methods. The research location is at PT Pertamina (Persero) Terminal BBM Rewulu. The unit of analysis is the study are the individual actors involved, namely senior or supervisory K3LL (Health, Safety and Environment Work) and CDO (Community Development Officer) and assisted communities and local government. Data collection techniques used were observation, interviews, and documentation. PT Pertamina (Persero) Terminal BBM PROPER Rewulu has followed since 2004. In 2004-2009, the company was ranked the blue in a row, then in 2010-2012 were rated green three times (2010, 2011, 2012) until the year 2013 -2015, Pertamina Rewulu get a gold ranking. In its development Pertamina Rewulu rank changes from blue, to green, and then golden color. The rankings for the green and gold, can not be separated from the community development component ratings (Community Development). The results of this study show that PROPER very important role in the governance of Community Development at PT Pertamina (Persero) Terminal BBM Rewulu. Pertamina Rewulu implement PROPER as mandatory within the meaning of liability for by Regulation No 03 of 2014 (now) which if it gets worst ratings eg black rankings will be penalized. PROPER their Ministerial Regulation on the Ministry of Environment has made Community Development Pertamina Rewulu that had previously not managed becomes manageable. Getting up the rankings were obtained by PT Pertamina (Persero) Terminal BBM Rewulu also shows that the better the company's governance. PROPER provides benefits also for people around the company.
