Analisis Anggaran Responsif Gender Sektor Ketenagakerjaan pada APBD Kota Yogyakarta Tahun Anggaran 2012 - 2014

ABSTRACT The low gender integration in the development process raises the gender gap in various sectors, especially the employment sector. One factor that has contributed well as closely related to the gender gap is the government's budget policies that are gender neutral. This study aimed to analyze the extent to which the allocation of budget expenditure Yogyakarta fiscal year 2012-2014 in the employment sector has met the criteria of gender responsive budgeting. This study used a qualitative method with descriptive approach. The data collection is done with data analysis and budget documents, DPA, RPJMD and Disnakertrans Strategic Plan, as well as interviews with relevant stakeholders. Furthermore, the data are analyzed and interpreted in accordance stages. The results showed that (1) the total sub-activities are gender responsive reached an average of 40 percent (2012: 48.6%; 2013: 45.2%; 2014: 45.4%): (2) Total budget expenditure allocations responsive gender in 2012 of the budget amounting to Rp 4,547,177,300 or 0.9%; in 2013 amounted to Rp 3,431,523,501 or 0.4%; and in 2014 amounted to USD 4.271469 billion or 0.5%. Small allocations of gender responsive budgeting in the employment sector due to the employment sector budget portion of the budget less than other sectors, such as education and tourism sector is a Government priority Yogyakarta. In addition, there is no clear regulation, lack of awareness of some of the government, as well as the lack of commitment POKJA PUG result of gender-responsive budget allocations are not optimal.
