ABSTRACT This thesis analyzes of program evaluation Temanggung district government set forth in Law no.15 of 2012 on the elimination of the worst forms of child in the district temanggung. A Temanggung district government efforts in addressing social and labor issues related to workers under age. This thesis analyzes the forms of the problems that resulted directly involved in the child provide for his family. Temanggung district government with 4 government office who supervises this rule to prune divide child labor issues in each government office appropriate authority. Because of the high and perrmasalahan widespread child labor, as well as in the success of the launching of the elimination of the worst forms of child in Indonesia and the world. Because with this government and expect the child assigned the rights and obligations at the time the children learn ddan play to improve the quality of human resources in the future. The conceptual approach undertaken by the government, Temanggung regency consists of Manpower and Transmigration, the Department of Health, Education and the Department of Population and Civil Registry to analyze the problems of the characteristics of the problems and characteristics of policies that will be given to the public. So with that, it will be able to produce such policies can be accepted and implemented by the government to masyarakat. Budi Winarno’s 2002, policy implementation when viewed in a broader sense, a legal administration tool which various actors, organizations, procedures, and techniques that work together to implement policies in order to achieve the desired effect or purpose. This study uses qualitative descriptive study using a base fenomenology, namely by looking datasource from 4 government office to perform data collection techniques using observation, interviews, and data collection based live-in. Data obtained from various sources and then another on-the-crosscheck either between the source and the secondary data (lie academic manuscript draft, record meeting minutes, as well as related regulations). Then from the community, conduct interviews directly in the field to the public area to look for what people and events directly in the community. So you can find a meeting point between policy given the role of the community to support the success and as the party receiving the policy. Data to produce a recommendation in the form of shortterm and long-term. So with these recommendations, the government can make policy mapping based on events on the ground.
