Ilmu Sosiatri)ABSTRACT This research was to identify the social dynamic “Kampung Cyber” RT 36 in the social movement taken in RT 36 RW 09, Patehan, Yogyakarta. Social dynamic gives color for the journey of building an institutional, Actor is main character to present the institutional faces, space and time become a stage for social practice. “Kampung Cyber” is the empowerment program from local youth who saw potential to improve the welfare of RT 36 societies. Internet as the only way to accompany the societies so that they were technological literate. However, the social practices gave the scrape for social patterns in “Kampung Cyber”. There were a scrape caused by the changed of agreement in “Kampung Cyber” development, emergence and post period. Domination from one of the Actors gave unfair atmosphere in institutional. The problem about acquisition, transparency, and one side policy made the societies of RT36 decreased enthusiasm to contribute. The societies of RT 36 assumed that “Kampung Cyber” was not the icon or identity of RT 36, it was assumed as the Program of RT 36. Grand design using Internet-based empowerment was started in early August, 2008. this research used qualitative method and analytic descriptive approach to see social dynamic in “Kampoeng Cyber” RT 36. there were two period, emergence period and post period of “Kampoeng Cyber” RT 36. Structuration theory used to explain about social dynamic, actor and structure became the main thing to see the dynamic in “Kampoeng Cyber”. Giddens gave the explanation about structural duality. Space and Time used as analytic process, component of significant structure duality, domination, legitimacy as the influence component for the process of institutional development.
