ABSTRACT Women’s empowerment is a government efforts for enhancing the role of women to improve their quality of life. Yogyakarta is one of the areas in Indonesia. Their local government carry out women’s empowerment programs in Yogyakarta, including the districts of Bantul. Implementation of women’s empowerment as one of MDGs goals, is the background of Yogyakarta local government to implement P2WKSS Program (Peningkatan Peran Wanita menuju Keluarga Sehat Sejahtera). The purpose of P2WKSS Program is motivate the women to increase participation, welfare and actualize gender equality. Baturetno be one of the areas in Yogyakarta that became location of P2WKSS Program. The participant of P2WKSS Program get many kinds assistance, sosialization, and training from this program. This research focuses on the empowerment process through P2WKSS Program in Baturetno village, Banguntapan, Bantul district, Yogyakarta. This research uses qualitative approach with in-depth interview, observation, literature study, and documentation as data collection methods. In the phase of analysis, this research uses interactive model which comprises data presentation, data reduction, and conclusion. This research includes the informant three people from the government of Baturetno village, three people from activator team of PKK and twelve participants P2WKSS Program. The result of this research is that the empowerment process through P2WKSS Program in Baturetno consists of skills training. The purpose of this skills training is to upgrade quality self the participants P2WKSS program and to give business opportunities, so they can improve their social and economic well-being. The empowerment process through P2WKSS Program in Baturetno village found that the participation of the participants P2WKSS Program on activities Program was decreased after the competition of P2WKSS Program done. The result about self-reliance to continuing skills as a business opportunity show low numbers. It caused marketing obtacles and less learning about self-reliance to participant P2WKSS Program in Baturetno village, so it doesn’t give more benefit to society to increase their welfare.
