Persepsi Warga terhadap Kepemimpinan Desa dalam Perspektif Gender di Kecamatan Adipala, Kabupaten Cilacap, Provinsi Jawa Tengah

2016 | Skripsi | SosiologiABSTRACT Leadership and gender matters are interesting topics. Male-leader stereotype becomes an obstacle for woman. However, the improving education may change the society‟s perception such as choosing woman as a leader. This research chose village as social setting considering the strength of norm and custom. Moreover, the emersion of village funds allocation policy considered as one of challenges in village leadership. The purpose of this study is to understand society‟s perception about village leadership in the perspective of gender, to understand the equality, and the difference of woman and man leadership, and to understand the society‟s perception of ideal leadership. The research location take place in Adirejo Kulon and Adireja Wetan Village, Adipala District, Cilacap, Central Java. It employsdescriptive qualitativeas research method. The collecting data in this study utilizes in-depth interview, semi-participative observation, focus group discussion and secondary data. Informants are chosen based on the group of society and livelihood. The groups consist of two members of village youth organization (Karang Taruna), two members of woman organization (PKK), two members of farmer organization (Kelompok Tani), and five village officials. On the other side, informantsbased on livelihood consist of two academia, two merchants, two labors, one student and one professional. Woman and man leadership style is different before and after selected as a leader. A woman shall have external factors to be a leader. The external factors are politic support and material. After selected, stereotype that „she‟ is a woman still attached, mainly when she is facing problems and it different with a man leadership where this stereotype does not occur. When the society‟s expectation to woman leadership does not meet the reality, the leader gets social sanctions, namely gossip and innuendo. A woman leadership change gradually such as take a part in village festival by bringing food or drinks for the event. It shows that woman is responsive towards pressure. The other finding is woman as leader after being pressured becomes more budge than the first time she is selected; rigid and dictate. Woman leadership is different with man leadership which tends to have a leadership style as society‟s expected, namely closed with the villagers and participate in village events by bringing food or drink. Both of woman and man leader apply the same deliberation although it is understood if the decision is not accepted by all of the villagers since not all of them has the same purpose. Other than that, both of leaders give the same feeling of confidence, awareness and comfortable work environment. The difference is a woman leader being framed as if she works does not optimum. It is concluded based on the character and the lack of initiative. Different with the other two leaders that has already optimized in running the character, such as actively and initiatively solving the villager‟s problems. Meanwhile the similarity of the three leaders are not making deal in the early discussion about exchange, they do it as something that is considered appropriate. Keyword: Village Leadership, Gender.
