ABSTRACT In this research work, seeks to discuss and analyze about development, spatial expansion, governmentality, and counter-hegemony. This study describes how the hegemonic power mode to the policy of coercing cement factory development in Pati regency and how people respond to forcefulness that policy. The hegemonic power of translating policy of cement factory development as their good will to improve the lives of many people. But people have different views, the citizens consider that will improve tucked behind the main purpose is to take control, exclusion, marginalized, ecological damage, and maintain the status-quo. In the process of expansion of capital, the hegemonic power is always confronted with governmentality limits that arise as a result of natural boundaries and the people's resistance. The Movement of counter-hegemony which built the community in opposing this policy to be addressed by the hegemonic power with the governmentality process, such as through governance as conflict management, claims expertise, discursive power, and through coercive measures. The battle between the hegemonic power with of the counter-hegemony movement still continues today. Keywords: cement factory development policies, spatial expansion, governmentality limits, and the movement of counter hegemony.
