ABSTRACT This study aims to explain the policy of tourism levy in Kulon Progo and the factors that affect the implementation, analyzing the effectiveness of the tourism levy, and the effect of the levy on the development of tourism in Kulon Progo. To explain the factors that influence the policy used theory G. Shabbir Cheema and Dennis A. Rondinelli that are environmental factors, the relationship between organizations, human resources, and the characteristics of the implementing agency. The effectiveness of the tourism levy can be seen through the benchmark of the performance of the levy, which is proposed by Nick Devas, which attempts to levy, effectiveness, and efficiency. The conclusion of this study is a major contributing factor to the tourism levy policy is a good relationship between the organization of the Department of Tourism Kulon Progo, Collector Levy Group, Bappeda, and DPPKA, and sufficient resources to implement the policy. Limiting factor is the environment factor and the characteristics of the ability of the implementing agency in this case more inclined to Collector Levy Group. Evaluation of existing tourism levy policy in Kulon Progo when viewed from the performance of the budget be effective, but not efficient. The budget allocation is used to develop tourism in Kulon Progo inefficient that tourism in Kulon Progo Regency undeveloped. Keywords: Effectiveness Levy, Budget Performance, Tourism, Kulon Progo
