Abstract This study arguing that the two parties with different political choice ended in similar circumstances. PKS has the orientation as a cadre party by build militancy, while the Democrat Party has a stronger orientation to win in the election. In implementing organization, the three faces of organization could be a reference to examine three important aspects in the party organization. The three faces of organization is a precondition, interrelated and should be fulfilled. When the party is unable to meet the components on each linkages of three faces, it will interrupt the continuity as a political institution. PKS builds the organization from below, starting by builds militancy in the grass-roots. While Democrat Party builds the organization from above, which utilize popularity of a figure to gain power. PKS has difficulty to expand the mass base to achieve power in the government while Democrat Party has weak organization because formed quickly and only rely on popularity figure. The situation happens because both of the party unable to fulfill all linkages in the three of faces organization. PKS only fulfills linkages in the central and grassroots while Democrat Party only fulfills linkages in public office and the grassroots. Both of the parties choose to take pragmatic political steps to survive in the political stage. PKS tried to build a cadre party ideologically but still have an idea that half-hearted, the party with ideology should become bearers of ideas. Meanwhile, Democrat Party must build its organization because it is a fragile party. Hence it has a solid foundation of organization to face various problems or conflicts that threaten its existence on the political stage.
