ABSTRACT Gunungkidul Regency, Province of Special Region of Yogyakarta, is a region that is classified to have difficult access to clean water because of its karst hills landscape. Since 2003 until 2011, the number of districts in Gunungkidul suffered drought were increasing. In 2006 a group of residents led by Damanhuri were determined to resolve the water crisis. They initiated clean water management in village Banyusoco, Playen, Gunungkidul that was later named “Paguyuban Air Minum Desa or PAMDes (Association of Village Drinking Water) Ngudi Ajining Tirto” in order to irrigate the countries in Banyusoco. This organization is managed independently by the society. In the early establishment, the PAMDes met obstacles, be it internal or external, although they succeeded surmount it. PAMDes Ngudi Ajining Tirto is a portrait of organization that implemented social entrepreneurship principle. Social entrepreneurship organization have various business models in its management. The research on how the social entrepreneurship organization PAMDes Ngudi Ajining Tirto implemented its business model so as to maintain its existence in almost a decade is engaging to do, so that it is expected to inspire other regions in Indonesia that are still facing water crisis to be able to find solutions by emulating the aforementioned model. This research is done by qualitative-descriptive approach, with primary and secondary sources analysis obtained through in-depth interviews, observations and documentations. This approach is selected for the necessary data concerning the characteristics of PAMDes to be more thorough and understandable when uttered from the involved sources. Based on the research’s results, it is understood that PAMDes Ngudi Ajining Tirto implements Voluntary Business Model. In the term of value proposition, the organization defines its problems and gives solutions on the ease of access of clean water as well as its services. Value creation is a technical and social advantages retained by PAMDes. While value capture that explains benefits from products sales are then allocated for operational purposes, reserves cash ratio and salaries as well as its sustainability based on the commitment on human and natural resources. However, the PAMDes should have human resources for future concerns, so as to not be depended on the current human resources. The low electrical powers that hampers the stability of the water flow should also be addressed by involving the State Electricity Company as the state official that handles electricity.
