ABSTRACT The Juvenile in transition process encountered many problems on himself. Both the internal problems in the form of physical and psychological changes that often brings problems, and external issues that come from the social environment where they are lived. In the age of those who are unstable, often get less attention from their parents to face their problems. While they have not been able to take a decision, so it is not uncommon of them have wrong way and fell into the deviant behavior and be involved in the phenomenon of juvenile delinquency. In case of this form of delinquency which arises is cheap drunk among teenagers, so the problems are; 1. The emergence of the phenomenon of low cost-style drunken teenagers. 2. The occurrence of deviation in the process of inheritance behavior among teenagers. To examine the juvenile delinquency issues are associated with the emergence of the phenomenon of cheap drunken teenagers along with the process of inheritance, carried out research with a qualitative descriptive approach. Location of this research in Panjang Island, Sijantung Village, Galang sub district. Informants in this study were 8 people, 4 of them are teenagers who are directly involved in cheap drunken. While 4 others from among parents who are experienced in the field of drunkenness. In order to be used as a comparison between how to drunk of ancients with today's teenagers. Data collection technique is to conduct in-depth interviews, direct observations, field documentation in the form of photos, along with literature as a data source. The results of this research indicate that there has been a cultural shift, ie of which used to be a culture of drinking alcohol that serves as body warmers, now changed context drunk as a purpose, so that when the culture is inherited to teenagers in Panjang Island at this time, shifted into the drunk culture and drunk sensation becomes their primary goal. Such shifts occur because of the social response to the situation of self-distrust, uncertainty about the future and drunk as a means to escape, and to follow the trend association. Then the situation is compounded by the attitude of indifference from parents and the weakness of social control. In addition its also occurs among teenagers inheritance of cheap drunk namely from senior to junior, who made a cheap drunk phenomenon among teenagers in Panjang Island is widespread and exist until today.
