ABSTRACT This study is attempted to analyze the implementation of provincial local regulation of Yogyakarta Number 3 in 2012 toward the elimination of violence against women in Yogyakarta Special Region by Badan Pemberdayaan Perempuan dan Masyarakat (BPPM) as the lead agency and to identify the factors that influence the course of the implementation. This study conducted with qualitative descriptive approach and the data collected by interviewing relevant agencies and documentation study. The findings showed that the implementation of provincial local regulation of Yogyakarta Number 3 in 2012 toward the elimination of violence against women in Yogyakarta Special Region by Badan Pemberdayaan Perempuan dan Masyarakat (BPPM) as the lead agency still need to be optimize because some output’s indicators achievement in this case is not optimized yet. The lacks in this case that need to be fix are the distribution of institution that giving services, the monitoring process to the victim need to be revisited and optimize, need to extend mentoring service for the perpetrator, and reinforce the law penalties.
