ABSTRACT River sand minning in the Poncosari Village began commercialized since 1997 in eight hamlets: Talkondo, Singgelo, Sambeng I, Sambeng II, Sambeng III, Bibis, Babakan, and Ngentak. In 1999 to 2002, there were four hamlets (Talkondo, Singgelo, Sambeng II, and Sambeng III)) stop sand minning because the stock runs out, but in 2002 the four hamlets back on mine. After the eruption of Merapi in 2010, sand minning in the Poncosari Village made more massive by the presence of modern miners were carried out by individuals or groups. After the eruption of Merapi, Badan Balai Besar Sungai and DIY Government set a policy normalization in DIY rivers that disgorge at Merapi for disaster mitigation. The impact then caused by a river normalization policy is emerging modern miner with a suction machine sand in the village of Poncosari conducted illegally. The presence miners suction machines and heavy equipment in the village Poncosari considered a threat to miners user who has a dozen years to mine. Conflict between the two groups of miners was unavoidable. Conflict increasingly complex as companies participating in the exploitative mining which impact on environmental degradation.
