ABSTRACT The Kyoto Protocol have failed as an effective international agreement to reduce greenhouse gas emissions. There are variety of efforts to create an effective international treaty to reduce negative impacts. One of them is altering the agreement geometry, from the level of multilateral to bilateral level. One example is China and the United States made a joint bilateral agreement on global climate change in a „joint initiatives‟ of greenhouse gas reduction in November 2014. Changes in the political situation, especially in the domestic level, making both countries have experienced change of policy in their own. Changing towards a more cooperative act on the environmental issues arising from the domestic level then elicit a reaction from the other party, in the form of understanding to take greater commitments between the two countries. This is a reflection of the coordination game (game coordination). The dynamics of the US-China talks show that the process of establishing an effective policy comes not from level I (international) to level II (national), but from the domestic level first and then pushes into international level.
