ABSTRACT This article is about the rule of public sector on CSR. To get the data about model of intervention, the writer does systematic review from some literature that is related with CSR. CSR today do not only become a topic that is talked by the business actor but also have become large to another actor, one of them is government. Various legal instrument that order about CSR implemantation from national level to regional level has become serious. The writers give example of this phenomena. Local Regulation about Corporate Social Responsibility in Kutai Kartanegara which is the region that get Revenue Sharing Fund (Dana Bagi Hasil) as main source of development. The result of this study, Kutai Kartanegara has two model of intervention: mandating and partnering.
