ABSTRACT Indonesia is in status warning drug attention. Drug lowers the quality of human resources. So it is necessary to minimization of adverse effects of drug abuse. One of the curative measures through a rehabilitation program for drug abusers recovery. As performed by the Institute for Kunci Rehabilitation. This final project will look at the effectiveness of rehabilitation programs through the therapeutic community method. The effectiveness of the program will be framed by the theory Stuffbleam effectiveness. In measuring the effectiveness of the therapeutic community program through saw four components, namely the context of the program, program input, program processes and outcomes. This study used a qualitative method with descriptive approach. The unit of analysis is the research coordinator for rehabilitation, staff, resident and former resident of the Rehabilitation Institute of keys. Data and information collected from interviews, observation, literature study and documentation. The technique of taking informants using porpusive sampling by taking samples in accordance with the character to be interviewed. Data analysis techniques with triangulation comparing declaring various actors to test the validity of the data. Research results: The effectiveness of the program. This final project found that the therapeutic community program is not in accordance with the blueprint and objectives. The implementation of the rehabilitation program is only implemented in stages intake program, the entry unit, and not the primary stage to the stage of re-ntrey and after care. TC programs conducted by key institutions only to the stage of primary stage which eventually pemeunuhan need for the resident is not optimal. Starting in 2011 began to encounter the resident who still relapse every year.
