Abstraction Sand mining conflicts in Magelang District has occurred during the reign of the New Order. The sand mining conflicts in Magelang District related to the seizure of natural resources at Merapi sand between the manual miners (traditional) and the machine miners (modern). Various attempts have been made by the government to resolve the conflict. One of the efforts taken by the government is to issue a Decree No.1 of 2011 on Concession Minerals Due To the Eruption of Mount Merapi. Meanwhile, after the publication of the regent regulation, the mining with heavy equipment is still in progress and the conflict is still going on. Based on the above issues, the purposes of this study were (1) Describing the dynamics of conflict of sand mining after the issued policy of Decree No. 1 of 2011 Magelang and, (2) Determining the factors that cause conflicts in the sand mining policy in Magelang District. This study uses a qualitative method using case study. There are two types of data used, namely primary and secondary data obtained from the in-depth interviews, observation and documents related to sand mining conflicts in Magelang District. The results showed that sand mining conflicts in Magelang District is still going on and increasingly to be more complex. The factors that led the conflict are, (1) The implementation of mining policy by Magelang regency; (2) The regulation of the government policy; (3) The lack of law enforcement; and (4) The suspicion practice of irresponsible people. Then the suggestions by the researcher are (1) Enhancing coordination between the central government and local government of Magelang District related to the mining policy rule; (2) Improving public services particularly in the provision of the Mining Permit; (3) Strengthening the rule of law.
