ABSTRACT The problems about cigarettes and students is not a new issue in Indonesia. The continued development of the tobacco industry is directly proportional to the increasing number of new smokers among students. In its efforts to reduce the rate of the number of smokers, the government made a new policy that is showcased in Permenkes No. 28, 2013. The city of Yogyakarta as a “student city” will certainly be interesting to be a study of how far the rules Permenkes No. 28 in 2013 can give effect to the student. This research used a mix methods using questionnaires and interviews with high school students in the city of Yogyakarta. The purpose of this study was to find out how far the government's policy on efforts to reduce the rate of smokers could affect high school students in the city of Yogyakarta.
