ABSTRACT Women are the actors who should be involved in the process of economic development of the country. Therefore, an effort to do is to encourage women to participate in economic institutions. However, the problem is in the village of Gebangsari, Jatirejo, Mojokerto, East Java, many women are trapped in economic institutions such as Cooperative which deviated from the essence. In 2010 established the Women's Cooperative "Pertiwi Gebangsari" with the purpose is to minimizing that problem. In this regard, this study objective is to determine the participation of housewives in the Women's Cooperative "Pertiwi Gebangsari" in Gebangsari Village, Jatirejo, Mojokerto, East Java. This research was conducted using qualitative and descriptive approach. In determining the informants in this study, researchers used a Purposive Sampling technique. The technique of collecting data through interviews in order to obtain more detailed and deeper information, participant observation, library research to complete the research and documentation of data or files belonging to cooperatives, as well as perform personal documentation. The findings in the field will be triangulated to get valid data. Furthermore, the data analysis process begins with data reduction, data presentation, and conclusion. Analytical results from this study indicate that there is an emotional connection between the Chairman of the Cooperative Cooperative members in running the cooperative bussiness. Chairman of the Cooperative leadership style which is humble, flexible and communicative, are able to encourage the participation of housewives in the activities of Member’s Meeting, Management, Capital and Utilization Cooperative business. Housewives’s minimum knowledge in the world of cooperatives is not a major obstacle. Chairman or the Cooperative’s Board Member always perform knowledge transfer after he did the education, training, or upgrading. In addition, the Chairman and the board of the Cooperative always shows the performance of work responsibly and transparently. So that all housewives who become members of cooperatives are aware of any developments and problems of the Cooperative. Seeing all forms of participation of housewives in the Cooperative, we can say toward the top of stages or levels of participation according to Arnstein, That’s the category of Citizen Power. In the Women's Cooperative "Pertiwi Gebangsari", the Chairman and the board only facilitate it, any decision is in the hands of members Which is the result of the Member’s Meeting Discussion.
