Hegemony was choosen as his strategy to preserve power when using repression is no longer effective. The object of this study is the regent of Bojonegoro Regency, Suyoto, who is more widely known as Kang Yoto. During the periods of his leadership, Bojonegoro managed to achieve high growth, both in its government and development. He was considered as smart and wise leader in managing their oil and gas revenue which leading Bojonegoro as today. Various changes were initiated during Kang Yoto’s regime to build Bojonegoro as it is now. The research question of this research is, “How the regent of Bojonegoro Regency (Kang Yoto) build his hegemony against the Government of Bojonegoro?”. The author used qualitative research method, specifically case study research. The result of this study shows that the theory of hegemony and power diffusion that tested on Kang Yoto weren’t proved. It explains more that what Kang Yoto done all this time were likely showing domination instead of hegemony. Kang Yoto dominated through stirring the actors around him toward his own dreams in the process of regional development. That was called ‘yotoism’, which is the finding of this research. Keywords: Kang Yoto, Bojonegoro Government, hegemony, power diffuse
