ABSTRACT In the last few decades, sport has a great influence in social, politic, as well as economy. Multi-track diplomacy continues to grow along with new actors in diplomacy, one to note is diplomacy through sport. Since ping-pong diplomacy between United States of America and China on 1971, Nations around the world had seen that sports can take an important role in diplomacy. That occurance repeated in this case, football plays an important role in diplomacy between Japan and South Korea. A terribly complex tension between Japan and South Korea, eventually forming a new idea that is initiated by both countries, which is utilize world cup 2002 as means to descalating tension between both nations. Certainly, relations between both nations during the preparation and execution of world cup 2002 become much better. However, after all series of world cup 2002 event finished, tension between both nations reappeared. This research try to analyze why Japan and South Korea eventually failed to utilize world cup 2002, in their efforts to easing the tension between both nations.
