Efektivitas Pemerintah Kabupaten Purbalingga dalam Pembentukan Pengelola Corporate Social Responsibility

ABSTRACT Government arround the world started increasingly proactive in CSR issues. Business society is potential actors that could contribute in development agenda. Local Goverment of Purbalingga Regency officially released Local Government Regulation Number 28 on Corporate Social Responsibility. Purbalingga’s CSR Policy mandating the establishment of CSR organization at least a year after the regulation had been legalized. This organization involving a number of stakeholders. Unfortunately, the CSR organization is not established yet, so the role of government is not effective. This research is using qualitative approach, and the data was collected from indepth interview with several people who related to the policy and document analysis. There are several factors that affected ineffectiveness of local government role. First, the quality of policy content, second, the existing of regent regulation to implement policy adn obedience of target group. Those three factors are related each other. Quality of policy content determine target group perception regarding to the policy. The government also tends to postpone the agenda of implementation rule making.
