ABSTRACT This study aimed to map effectiveness of rooting strategies of Partai Keadilan Sejahtera (Prosperous Justice Party) in Sleman Regency. This study was quite interesting because based on empirical fact this kind of researched still rarely performed. Study of political party nowadays sort out the discussion of political parties and grass roots, even though there is one important concept that connects intermediary and society in between. The research question raised in this study was how rooting strategies were applied by Partai Keadilan Sejahtera (PKS) in Sleman. Besides SWOT, this study employed two concepts as means of analysis, Mainwaring and Scully’s concept of party system institutionalization and Paige Johnson Tan’s party rooting concept. This study used qualitative approach which was a single case study. The data analysis unit of this study was the regional leadership council (Dewan Pimpinan Daerah) of PKS in Sleman. Data were obtained from observation, interviews and literature review. Hereafter, all data was analyzed inductively using qualitative approach, i.e. the analysis was based on data, facts, and empirical information. In conclusion, the generally rooting strategies of Partai Keadilan Sejahtera Sleman was quite varied as reflected through its diverse activities in term of targets, directions and actors. So far, regeneration still become the best rooting strategies. Unfortunately, the rooting could not be stated as effective because branch-staking was the only backbone of rooting process. Furthermore, stagnant vote for the party has showed unimproving performance of the cadre since 2004. In addition, the sign emergence of factionalization indicates the shifting party preference that becomes political oriented. The relatively young age of the party highlights the shallowness of the party. Keywords: PKS, rooting party, political party institutionalization
