It is based on commitment from the state to provide suitable residence for small-income people. Dabag Flats is chosen because of its status as Indonesia’s flats pilot project and its strategic geographical location in the densest villages and district in Sleman. Qualitative-descriptive approach will be used as this research method with several steps: defining research question, collecting data in research field, analyzing data based on theoretical framework, concluding the result, and formulating recommendations for policy remedy. Data will be collected by observation, interview, and documentation. Informant will be chosen based on purposive sampling with some criteria such as his/her influence and/or involvement in the construction of Dabag Flats. In order to support the search of information about the implementation of the flats policy, this research direction will be evaluative. It uses Theory-Driven Evaluation as its theoretical framework which is based on theories measuring the policy implementation. The scheme will be explained through the concept of NATO: (1) Nodality, transmission of information used by stakeholders to communicate the development of the flats construction, (2) Authority, from policy makers, (3) Treasure, state-owned properties to implement the flat policy which can be fund or service, (4) Organization, the clarity of job description and organizational structure in Dabag Flats. The result shows that there are two types of problems from the pattern of Dabag Flats’ policy implementation which are structural and cultural. The structural problems come from stakeholders’ effort to enforce flats regulation. The next problem will be the regulation issued by the Regent of Sleman which cannot cover some problems in the flats. The cultural problems emerge from residents’ mindset which seems the fulfill of settlement and economic needs which imply the social relations of the residents. Such a mindset influences the performance of the association member who has “given up” to live the social interaction among them.
