ABSTRACT Homeless people and beggars is a matter of social welfare society that needs to be addressed because it affects the security, order and cleanliness of the city and the comfort and welfare of the community. Growth in the number of homeless people and beggars in DIY is hard to overcome so that the Local Government Regulation establishes DIY DIY No. 1 Year 2014 on the management of homeless people and beggars. This study aims to determine the success of the implementation of DIY Regulation No. 1 Year 2014 on the management of homeless people and beggars in the city of Yogyakarta. Hence the formulation of the problem is how the implementation of regulations DIY number 1 of 2014 About the handling of Homeless and Beggars in the city of Yogyakarta works. To answer the problem formulation, Grindle theoretical concept that is based on the content (contents) policy and the environment (context) is used. This research is based on descriptive qualitative methods. The results showed that the implementation of the legislation has been implemented well enough to provide a change in the form of a reduced number of beggars and homeless people roaming the streets. Nevertheless, there are still some factors that still hinder the implementation of legislation that raises the pros and cons for society include: the lack of technical rules clarity, there is no provision for giving sanction of its legislation violations, the condition of homeless parlors, inadequate number of social workers and there an element of coercion when the raids conducted.
