ABSTRACT Empowerment is one of the public agenda that has been widely implemented by many different institutions background. Government already has a program with empowerment approach but sometimes given less precise (failure). Unfortunately, many implementations of the empowerment program make the society only become an object of the goverment program. If society has always been positioned as an object in the normal social conditions, there will be a tendency that they will always become dependence. In addition, the rules that bind and less flexible caused approaching methodes from Government to society hampered. On the other hand the institution based on civil society can move flexibly. One of the civil society that mentioned is Scout Organization. The Scout organization is one of the organizations that carry out activities of empowerment. One of the Scout organizations that are already implementing the empowerment is the Scout of UIN Sunan Kalijaga Yogyakarta. The Scout of UIN Sunan Kalijaga Yogyakarta has a building village in Bungmanis, Pucanganom Village. The focus of empowerment program held on economy sector, education and knowledge. This research was done by the purposed to find out the scout of UIN Sunan Kalijaga Yogyakarta’s role as a facilitator in community empowerment. The research used qualitative descriptive method. The research located in the Bungmanis, Pucanganom, Rongkop District, Gunungkidul Regency, Special Region of Yogyakarta Province. The analyzing unit of this research is the scout of UIN Sunan Kalijaga Yogyakarta. The research’s informants are the official member of UIN Sunan Kalijaga Yogyakarta’s scout, community, and related stakeholders. Collecting data method used observation, interview, and documentation. The result of the research shows that there is a critical role of Scouting activities in a community building through the implementation of the empowerment program especially in developing community capacity, pushing local cooperation, and increasing community participation. However, from the several programs that are implemented, the scout of UIN Sunan Kalijaga Yogyakarta’s role is just getting the awareness and the development of community’s capacity. From the society's independence side, it is still not fully pushed. It can be seen through there is no sustaining program of cassava processing to be mokaf starch. Beside it, the community has not been organized well. The community has not had a place that became their shade to work collectively. Keywords: role, facilitator, empowerment, scout
