This phenomenon shows the urge of the research related to its impact on interstate relations. The presence of Toyota as the largest multinational company through Toyota’s production network in Southeast Asia makes both Indonesia and Thailand competing each other for developing their automotive industry. It is interesting while bureaucrats and politicians claiming their competition without any academic research proof. The opinion comes from the fact that two countries realize of the competition and competing each other stated in their national blueprint. However, there is no deeper research on how the competition between two countries, and what kind of relations among its actors Toyota- Japan, Indonesia and Thailand within the competition. It’s urge to examine about “why do the two countries compete each other within Toyota’s Production Network context?” and “how does the competition between Indonesia and Thailand within Toyota’s Production Network?” Based on Hatch and Yamamura concept about Network and Production Alliance, this research argue that two countries develop their automotive industries through domestic policies aimed to creating a good investment environment, and international lobby to attract Toyota- Japan’s intention on investing Foreign Direct Investment. The competition among Japan, Indonesia and Thailand create Patron-client relations as power relations, Japan as patron whereas Indonesia and Thailand as clients. The relation seems reciprocate that Indonesia and Thailand intensively did diplomatic lobby within bilateral agreement, and Japan embraces Indonesia and Thailand to elongate Japan’s influence as the FDI destinations.
