Analisis Peran dan Tahapan yang dilakukan Pemangku Kepentingan dalam Pemberdayaan Premanisme di Kabupaten Wonosobo

ABSTRACT Based on the research from Komisi Pemantauan Pelaksanaan Otonomi Daerah (KPPOD) in 2004, Wonosobo is ranked 400 out of all regions in Indonesia on social conflict handling. Crime has occurred in almost all areas of Wonosobo regency on which thuggery is ranked the highest. Since the beginning of 2005, there has been an integrated endeavor in order to strengthen the security in Wonosobo. Thus, on the continuous effort from the stakeholders, in 2007, KPPOD has ranked Wonosobo as the number eight on the safest regency and included in one of the regencies which able to successfully handling the conflict. Moreover, this research is aimed to understand the roles and process of stakeholders on the thug empowerment in Wonosobo regency. There are three empowerment stages used in this research, which are awareness, capacity building, and inveiglement. This research uses the qualitative method and the data is obtained by interviewing the stakeholders involved. Aside from the primary source, this research also uses the secondary source such as documents, in order to provide in-depth answers. Moreover, the obtain data is tested using data triangulation, then, it is arranged and analyzed in order to obtain the conclusion of the research The result of the research shows that the roles of stakeholders have different impacts on the thug empowerment stages in Wonosobo. The government, as the primary stakeholder, has a big role on personal approaching towards with the people. The private parties as one of the supporting stakeholders have various roles on stabilizing the relation between the people and the empowerment object, particularly on the matter of employment. Whilst, civil society (religious leaders and youth organizations) are the key stakeholders which are able to have direct influences to the empowerment object using specific approaches. On these empowerment activities, not all stakeholders undertake the empowerment stages. However, they collaborate within each other in order to resolve the thuggary problem in Wonosobo. Police, army, Regent and its government officials, and religious leaders have more prominent roles on the stage of awareness. Moreover, the private parties and youth organizations have more big roles on the stages of capacity building and inveiglement. Finally, this research shows that the government should actively pursuing cooperation with the private parties so that the thug empowerment object are able to have a career and not coming back to carry out the negative activities again Keywords: empowerment, stakeholders, thuggery, roles, empowerment stages
