ABSTRACT This study aims to assess the empowering method and partnership model in Cluster Development Program. Cluster Development Program is one of Bank Indonesia’s program in developing SMEs in their working area. As for SMEs associated in this research were ASPARTAN Karya Manunggal in Kulon Progo and KPI Mina in Sleman. This study used descriptive qualitative research. The results showed that the empowering method in the cluster development program; (1) This program used a blended approach of top-down and bottom-up. This approach is proven to its capability to explore the SME’s local related issues and challenges, and its flexibility to address the SME’s aspirations and needs, (2) This program involving stakeholders from different sectors; Government and experts, that made the empowering process more optimal, (3) the aids provided is comprehensive and sustainable. The partnership model that occurred in this program is categorized as Linear Collaborative of Partnership, which status and legality of each party were undifferentiated, equality standing on all parties, and emphasized on common visions and missions. Each party in this partnership were in a equal position, they had their own role based on their resources and capabilities, and mutually complement in order to achieve the goals. This partnership is an ideal partnership model as expected to be, especially in the SMEs development agenda. Keywords: Partnership, SME, Empowerment
