ABSTRACT Decentralization of investment sector has provided a new begining for local governments to implement a regional development massively. The existence of the authority was able to foster investment higher in local area. Preparation to create a management system of investment is needed to provide an excellent service for the investors. One of the districts that trying to encourage investment activity i.e. Kulon Progo, D.I.Yogyakarta. With the launch of branding Kulon Progo The Jewel of Java and followed by Bela Beli Kulon Progo Movement, was able oversee a pro-investment local government regulatory framework. As a reflection of the initial strong commitment, the branding is able to bring a change for local goverment income, source from the existence of Kulon Progo investment. The research then focused on how readiness the capacity and autonomy bureaucracy of Kulon Progo local goverment to creating local investment management. To analyze these issues will be elaborated with the concept of governance measures by Fukuyama, by measuring the variable capacity of government and bureaucratic autonomy. To obtain data, researchers conducted an interviews, document studies, and made observations through case study method. Started in 2011 coincided with rotation of new leadership, Kulon Progo is aggressively to promote the region as an investment destination. From the capacity dimensions, Kulon Progo has strengthened regulatory system, toughened commitment of the local government, followed by reorganized the institutional structure including the system services, as well as improving infrastructure and human resources in BPMPT. At the level of bureaucratic autonomy indicated by strengthen bureaucratic autonomy of BPMPT as a leading actor of investment services providers through an authority delegation that mandated by the regent, followed by efforts to accelerate the licensing process that are pushing to create a bureaucratic culture not rigid anymore, and taking discretion as an action in certain situations. The Efforts that made by Kulon Progo so far has indicate an increase quality of local investment management which means the readiness had successfully carried out. Neither of the capacity and bureaucratic autonomy has been done comprehensively by Kulon Progo local goverment. This shows the reflection concept of governance as disclosed Fukuyama, with the strengthening of the capacity, the government tends to move to the right gives autonomy to accomplish the managed mission maximaly. Kulon Progo local goverment has conducted two such readiness, so as able in create a system of regional investment management that able foster the value of investments in Kulon Progo. However, overall there are still constraints such as a budget limitations, and lack of human resources development efforts, so that also affect the quality.
