ABSTRACT This study describes how the planning process of community empowerment programs through cluster development program freshwater fish which initiated by CSR Bank Indonesia to KPI Mina Kepis. In the process of sustainable development of Micro, Small and Medium Enterprises which conducted by KPI Mina Kepis, often several problems arise such as continuity of production, quality, and quantity of product, limited market access and the lack of quality of the business manager. To support the completion of the problems it is stats cluster development program implemented freshwater fish. The program was also initiated as a response to encourage quick fixes fishing effort due to eruptions of Merapi end of 2010. The theory used in this research is the theory of planning and community development theory. Meaning contained in the planning is the basis to achieve better societal changes and regular. While community empowerment theory explains that the shift in the power and provide the ability to others. This theory reveals that the people involved in the processes must have awareness to actively participate and have the ability to increase their capacity. This research was conducted using qualitative research methods. The use of this method is intended for in-depth understanding of the phenomenon of community empowerment program planning process through the cluster development program of freshwater fish. The location of this research is done in the Burikan Village, Sumberadi, District Mlati, Sleman Regency. The purpose of this study was to determine the planning process of community empowerment programs and the usefulness of the cluster development program of freshwater fish to KPI Mina Kepis. The focus of this study lies in the planning stages of the process of empowerment that make the group as the subject of empowerment assisted by external parties as a stimulator. This study also see the extent to which the group participated to make the program successful cluster development of freshwater fish, as well as the extent to which the role of the CSR Bank Indonesia to provide a facilitator to provide incentives to achieve success empowerment. The results of this study indicate that the planning process of community empowerment programs that are used by the CSR Bank Indonesia KC Yogyakarta is using a concept based empowerment group. The approach used in running a cluster development program freshwater fish is the cluster approach, in which this approach to develop the overall activities in an integrated manner from upstream to downstream, from the subject matter to make such problems as a source of potential that can be developed. In the implementation of the cluster development program of freshwater fish, the role of the group is positioned as a subject. Therefore, the group participated in the planning stages of the program are conducted through problem identification, planning activities within the program, program implementation and program evaluation process.
