ABSTRACT One alternative for society in accessing financial services is through cooperative. Cooperative is a great tool for the weak economy society to help theirself so that they are able to meet their needs and improve their lives. As one of the alternatives financial institutions, cooperative certainly have challenges and obstacles in maintaining their existence. Tri Dharma Cooperative has a strategy to face the challenges and obstacles to maintain their existence as socio-economic activities for their members which is the street vendors. Based on this, this research aims to know the challenges and obstacles as well as the strategies carried out by Tri Dharma Cooperative in maintaining their existence. The method which is used in this research is qualitative method with descriptive analytical approach. This research is undertaken in Tri Dharma Cooperative which is located at Jl. Tukangan DN. II/318 RT. 18, RW. 04, Yogyakarta. Tri Dharma Cooperative’s members are street vendors at Malioboro Street, Yogyakarta. As for the determination of the informants use purposive technique, the informants from this research have 14 peoples, they are 3 peoples from the management of Tri Dharma Cooperative, 9 members of Tri Dharma Cooperative, and the last are from Department of Industry, Trade, Cooperatives and Agriculture (Disperindagkoptan) Yogyakarta City and UPT Malioboro. Technic of collecting data uses observation, interview and documentation. The results of this research showed there are challenges and obstacles faced by the cooperative to maintain their existence as well as the strategies carried out by Tri Dharma Cooperative to maintain their existence. The challenges and obstacles faced by the cooperative that is, the process of regeneration of the administrators of the cooperative did not work, there is a constraint in their management structure, the lack of diversification of business unit of the cooperative, and a limited cooperative cooperation networks. The cooperative did some efforts to face challenges and obstacles. The strategies applied by utilizing cooperative social relationships already awakened among the members of the cooperative, developing members to trust the administrators of the cooperative strengthening of the institutional cooperative, to diversify business unit of the cooperative, and develop a network of cooperative partnership with other financial institutions as well as with the government, namely the Department of Industry, Trade, Cooperatives and Agriculture, Yogyakarta. That strategies help cooperative to face the challenges and obstacles faced by the cooperative to maintain their existence.
