Efektivitas Rumah Sehat Lansia dalam Pemenuhan Pelayanan Kesehatan Lansia di Kota Yogyakarta

ABSTRACT The increasing number of the elder population implies the needs of health services providence and improvement.A decrease of the elder’s physical condition as well as the increase of degenerative requires the government intervention’s due to elder’s health record improvement. Yogyakarta, a city with the highest life expectancy, is listed as one of the areas with the largest elderly population in Indonesia. In fact, 90 percent of the elders in Yogyakarta are productive and not perceived as a family's burden or surrounding community. As a proof of Yogyakarta government's action in improving the health status of the elders, the Department of Health set up elder’s health care facilities in a form of Rumah Sehat Lansia (Elder's Healthy Home). Rumah Sehat Lansia is a start of promotive and preventive ways on health services for the elders to improve the provision of information and consultation on health in a more focused and comprehensive way. There are four services in Rumah Sehat Lansia: Care Specialist Consultation, Nutrition Consultation Services and Nursing, Psychology Consulting Services and Services Gymnastics Healthy for Elderly. This study aims to describe the effectiveness of Rumah Sehat Lansia which has been running for three years under the coordination of the Department of Health through Puskesmas Umbulharjo I. This study uses qualitative research methods using descriptive analysis unit elderly who have joined the health service in Rumah Sehat Lansia. Purposive sampling technique is used in determining the respondents since the limitness of the researcher in collecting the participants over 18 districts in Yogyakarta. Most of the respondents in this study are 15 people consisting of 13 elders and two board members, and one psychologist. The research location is in Rumah Sehat Lansia, Sorosutan, Yogyakarta. The purpose of this study was to determine the effectiveness of the implementation of the program in elder’s health care fulfillment in Yogyakarta. Analysis of the data was obtained using a test of credibility and be an extension of observation, triangulation, and the adequacy of the support as a technical reference data validity checking. Data collection techniques in this study by observation, interview, and documentation. Discussion on the effectiveness of using the criteria of effectiveness by Campbell to see the success of the program, the success of the target, the level of input and output, satisfaction with the program and goal attainment. The findings from this study showed that the implementation of the Rumah Sehat Lansia program runs quite effective because not all services are available at Rumah Sehat Lansia running well. In four Rumah Sehat Lansia services are only two effective services namely consulting services specialist and elderly healthy exercise. Nutrition consultation services nurse walked quite effective and psychological consultation services running ineffectively. This shows that not all services in Rumah Sehat Lansia effective so that the overall effectiveness of healthy elderly homes is effective. Rumah Sehat Lansia’s implementation is still running even though there are obstacles such as lack of human resources, infrastructure and the number of visits in nursing care and nutritional consultation and psychological consultation. In general, the necessary additional human resources and infrastructure, boost socialization programs and efforts to increase awareness of the health of the elderly so that the implementation of Rumah Sehat Lansia run more effectively.
