This is due to more and at least people who used to walk in carrying keseharianya like to go to school or work. This is caused by the widespread use of private vehicles by the majority of citizens, which is considered more practical and also save time. But the small number of pedestrians at this time is actually caused by the fault of government policy-making. The government failed to meet people's needs in terms of transport mode. This is evidenced by the maximum role of existing public transport. With a small number of pedestrians, the impact occurred, the shift fasiitas-pedestrian facilities such as sidewalks are turning into a society of economic activity. Based on the fact that there is, almost all the sidewalks in the city of Yogyakarta is populated by street vendors and used as a vehicle parking area. Such a state is then triggered KPBB, WALHI and GIZSUTIP to raise the issue of pedestrian to the level of government policy. Results of this issue is the birth dinagkatnya activity, which is an activity for mrngembalikan rights of pedestrians in Yogyakarta. These activities include research, campaigns, public FGD with the city of Yogyakarta and action plans in order to issue a pedestrian is able to get the attention of the government and support from the community. The results of this activity is the formation walkability msyarakat position 6 and 8 recommendations to municipalities. However, the recommendations given to citizens is not followed up by the municipality so that efforts to promote the issue of pedestrian this failed policy level. In this research activity conducted by KPBB walkability, WALHI and GIZframe SUTIP summarized in agenda setting. Based on this research activity has been on the agenda wakability systemic pedestrians. Because this issue is an issue that is within the authority of policy makers. Once he has compiled these activities within the frame of agenda setting, researchers found beberpa things that hinder the process of agenda setting for pedestrian issues.
