ABSTRACT CSR is an obligation of the company that must be given to the society about the company based on government regulations. Lomanis region in the middle of the big companies, namely PT. Pertamina and PT. Holcim provides an opportunity to utilize their CSR to empower communities. Management of sustainable community development program became the main destination of the actors so that people are empowered. The actors who played often have differences of interest so that a conflict arises between the actors. Rumah Cemara appears as a local institution that was formed to be a door for assistance to the public the company's CSR program. But the development of Rumah Cemara have problems because of the interest of some actors. The method used is a qualitative research method through descriptive analysis approach. The process of collecting data by observation, interview, as well as documentation. The objective of this study was Lomanis society, local goverment, company, Rumah Cemara and LPPMK. The results showed that the dynamics of the Rumah Cemara experienced anticlimactic in its development. This happens because the intersection between actors who have an interest. At the end of a long debate solutions Rumah Cemara is to be merged with the Institute of Urban Village Community Empowerment and Development (LPPMK) which later became the Institute of Urban Village Community Empowerment (LPMK). The conclusion that can be drawn from this study is the idea of the establishment of local institutions such as Rumah Cemara which is good but the implementation is very difficult because of entangled interests and conflicts that erode the institution itself. In addition, the interests of the actors that touch each other can affect community empowerment which is not as easy to pronounce. (Keywords: dynamics, CSR, Rumah Cemara, Local Institutions)
