Abstract DPD as a representative institution regional representation at the level of central government has a functions, duties and powers that have been included in the Act. As the official representation of the region, it should be becom a strong institution to articulate district aspirations to the central governmnt. But it’s not prevail to the DPD. DPD had no power strong enough to perform like the title as a representative institution regional representation. Which is about the issues examined how the DPD position relates to the history, functions, duties, and authority? This study is a case study using the study of literature and interviews as a substance. The analysis use an institutionalism approach / institutional which presented in the form of explorative discourse. Th result of the study found that the position of DPD in the representative system of Indonesia at this time, as stipulated by the 1945 Constitution, was not in accordance with the spirit of the early formation of the institute. Which became analyse unit of the institutionalism approach is the authority of each institution in the constitution. Nowadays this can be regarded as a failure of structural reforms Indonesian representative to become strong bicameralism system. From the facts of the field, there are two logical choices for sustainability of DPD future, strengthened its function as a representative institution regional representation (so that the system of representation Indonesia adopts a strong bicameral) or disbanded because its function is not significantly impact the region in the system of representation Indonesia today.
