ABSTRACT This research promote the theme concerning best practice of the implementation of e-budgeting system in Indonesia, by taking locus in the Department of Revenue and Fiscal management of Surabaya. This study is aimed to know further about the implementation of e-budgeting system in budgeting process in Surabaya by applying e-readiness theory. This research used qualitative approach through case study method. The focus of this research is the implementation of e-budgeting system in Surabaya and there are three key components that are used, namely policy, human resources, and budget resources. Data collection techniques is conducted through literature review, interviews and observation. The study results showed that 5 of 7 indicators that are information and technology policies, legislations and regulations, human resource training, IT abiliy as well as the implementation and results are categorized to be ready for the implementation of e-budgeting, while two other indicators, that are, budget management and budgetary cooperation with other actors, are categorized not to be ready, it still needs some improvements on human resources and budget allocation in Department of Revenue and Fiscal management of Surabaya.
