Pengaruh World Congress Against Commercial Sexual Exploitation of Children dalam Upaya Pemberantasan Eksploitasi Seks Komersial pada Anak di Jepang

ABSTRACT Japan is one of destination, source, and transit country for victims of sex trafficking in the world. It is also well known by it’s commercial sexual exploitation of children (CSEC). There are three primary forms of CSEC in Japan: child prostitution, child pornography, and trafficking for sexual purposes. As one of the effort to combat CSEC, Japan commited to join World Congress against CSEC, a forum to advocate CSEC issues in the world. Through this congress, Japan has been encouraged to adopt international legal frameworks as a reference to formulate the policies on CSEC issue. By using qualitative method, this thesis will examine how World Congress against CSEC influence Japan’s policy toward CSEC. Research shows that Japan has made many improvement in it’s policy toward CSEC during it’s involvement in the congress (1996-2008). Japan implemented these policies based on United Nations Convention on the Rights of the Child (CRC). As the result, data indicates the decrease of CSEC cases in Japan. But however, CSEC activities still remains, with various forms that support the growing of sex industry in Japan.
