Ilmu Administrasi Negara)ABSTRACT One-stop corporate administrative system or commonly called SAMSAT is a government agency which is engaged in the field of public services with the cooperation between the three institutions, namely the national police, the Department of Revenue of the province, and PT Jasa Raharja which have respective duties in the management of Vehicle Registration, a motor vehicle name behind customs, motor vehicle tax, making the sign of the number of motor vehicles, as well as the mandatory contribution of road traffic accident fund. SAMSAT itself generally is inevitable from the practice of brokers and agency. The author tries to observe as well as process data for the purpose of knowing and analyzing about public services in SAMSAT Kota Yogyakarta associated with the phenomenon of brokers and agency. In its implementation, has a range of service gaps SAMSAT as long duration and the uncertainty of the time of service, procedures are convoluted, which occurs on the procedural. that gap gives impacts on the existence of scalpers and Bureau services. Based on the observations, the community has three lines to perform services namely procedural path, broker path, and agency path. On the brokers and the agency, the community is required to issue an additional fee as a service fee and process. Through in-depth interview process was done from the brokers with persons officer to streamline its business. Each line depending on the conditions of each society. The community was satisfied the procedural path while using the above conditions is not satisfied the procedural path then chose the tbrokers or agency.
