2016 | Skripsi | Ilmu KomunikasiABSTRACT As the principle of decentralization is applied, local governments are required to manage their own regions through the concept of autonomy and also mean they must be financially independent. In realizing financial independence, Belitung regency government seeks to increase local revenue by attracting investors into the area. The local government of Belitung performs the function of Investor Relations to attract investors. Investor Relations function is executed by Badan Penanaman Modal dan Pelayanan Perizinan Terpadu (BPMPPT) of Belitung as the holder of authority in the field of investment and licensing to attract and manage investors. This study aimed to determine the communication strategy conducted by Badan Penanaman Modal dan Pelayanan Perizinan Terpadu (BPMPPT) Kabupaten Belitung, which in this case is Investor Relations. The communication strategy is carried out through four stages as proposed by Scott M. Cutlip (1982), which are to define the problem, make a plan and program, act and communicate, and evaluate the program. The concept of Investor Relations Framework of Argenti (2003) and communication channels of Bragg (2010) are also used as reference in this study. By using a descriptive study, the results of this study indicate that Badan Penanaman Modal dan Pelayanan Perizinan Terpadu (BPMPPT) Kabupaten Belitung has done communication strategy in the form of Investor Relations. Investor Relations is conducted by dividing the types of investors and also communicating with investor directly or through an intermediary. It was found that there are differences in the distribution of investor types by Badan Penanaman Modal dan Pelayanan Perizinan Terpadu (BPMPPT) Kabupaten Belitung as an institution at local government level. It affects the selection of the communication channels used to reach out to investors. The scope of local government also affects the communication strategy in some points, so then also affects the selection of communication channels used.
