Abstract “Crime and Women in Dynamics of Gender Equality at Yogyakarta” Welfare is a condition which tend to be multi-dimensional, where one of them covers safety, because welfare is not only measured by the purely economic yet which also important is also from the social side. However, the fact that there are still many crimes which is worried the society. Criminality which happens in the street such as robbery is really close to society in doing their daily activity, where targeting more on women as the victims. This is one of the negative effects from traditional culture construction which assumes women as the weaker and inferior party, as the second class creatures who have position which always below the men so the women robbery victims are assumed to be more easily conquered by the robber (men) who are constructed as the strong party. Based on the research result, values that contained in the traditional construction, which described women as the inferior parties, has relation between robber‟s perceptions on the women potential victims. This matter is implicated the robber to choose more women victims. The robber assumes that women are weaker than them so that they think the chance of success are higher if dealing with women victims because women will be difficult or even could not fight back. Moreover, they also think that women is stick with “Woman typical” which make the interest higher to make women as the object of crime. Therefore, women are fragile to be the victim of robber-criminality. It can be one of the contributions which photograph the condition of the gender equality, especially in Yogyakarta scope crime. Women are not fully free from the traditional gender construction which is stuck to them by the culture values. Women are still assumed as the weaker and fragile party in dealing with men strength and power, where it is recognized as „deservedly‟ thing. At last, again, it is cornered women and seemed to narrow their existence as human being. Keyword : Robber-criminality, women, men, construction, inferior.
