Abstract Life in urban areas decorated by the formal and informal sector employment. One product of informal sector jobs are street vendors. Along with improving the quality of the economy, especially in the formal sector activities, Banyumas regency government make the arrangement and the empowerment of street vendors who sell around the Wage Market. This study will answer a question related of street vendors, How implementation of policy arrangement and empowerment of street vendors in the Wage Market conducted by the Regional Government of Banyumas in the year 2011? In this study, the author use the theory of policy implementation by Merilee S. Grindle. The theory pursed into two main variables, namely the content of policy (policy content) and the context of implementation (policy context). This research with qualitative research methods such as case studies by conducting in-depth interviews related sources. The author also made observations and literature to maximize data. Contents policy covers six factors, namely interests are affected, the type of benefits, the degree of change to be achieved, the location decision-making, implementing programs, and resources used. There is interest from Disperindagkop in order to organize and empower street vendors succeed and gain a variety of benefits, one of which the economy and changing the formal sector, especially in the use of public space. Location of decision -making in the hands of the Regent is considered appropriate and the use of resources by the implementer is maximal. While the policy context is composed of three factors, namely power and strategy of the actors involved, the characteristics of institutions and authorities, as well as compliance and responsiveness of the executor. One strategy that was launched quite effective implementer, which held a public hearing show that there is no gap between policy makers and recipients. Performance authorities and institutions seen as assertive and intolerant. Reduction in the number of street vendors and orderly arrangement of tents demonstrate compliance and responsiveness implementer going well. From all this it can be concluded, that the journey is still not assessed the implementation of the policy maximum for reforming the street vendors obtain satisfactory results when compared to the aspect of empowerment. In addition, there are positive and negative impacts associated with the content and context of the policy. One positive impact is the imposition of operating hours make street vendors sell at will, then the negative impact is reduce empowerment facility of street vendors. There are two impact due to the relationship between the contents of the policy with the policy context. These linkages are considered important because it can be perceived also by the recipient policy.
