ABSTRACT This study is to see the state and society relation in illegal sand mining’s conflict resolution in Ngepring, Purwobinangun, Pakem, Sleman, DIY. The conflict arised because the miners took advantages of normalization policy by doing illegal activities and became increasingly widespread after the expiration of Boyong River’s renewal normalization license in November 2014. Consequently, the society became the victim of many disadvantages. Unfortunately, the state did not show its firmness in handling the problem. Many policies which were made were not done in the proper ways. This study aims to know the state and society relation in this conflict resolution, to know the actors who were included, and to know the actors’ interest in this conflict. To reach those goals, the writer used the case study method. Meanwhile, the theory which was used is the state and society relation by Migdal which focused on the conflict resolution by Kriesberg. The writer used a political ecology perspective to see the the economic and political battles among actors. The relation which was found was diffused. The social control was spread to the autonomous organizations which had their own rules so that the society tended to be strong or domineering and the state’s role was too weak. The feeling of being suspicious to each other arised. The weak state referred to its capacity in penetrating and extracting all kinds of its policies but had no affects to create social changes. On the other hand, the strong or domineering society referred to its capability in prospering itself by using existing social potency and strength and marginaling the state’s role in this conflict. In this case, judging by the Society meeting, the success of the society used informal ways by using personal contact to the state and the strength of domineering local society.
