Ilmu Pemerintahan)ABSTRACT Licensing is an instrument of government policy to control over the activities of the society so that there will be no negative impact that may result and as an instrument for the legal protection of the ownership or operation of the licensing activities as well as it is capable to promote public participation in regional development. Therefore, the implementation of licensing services at the Licensing Department of Yogyakarta should create the Good Governance practices with the principles of transparency, responsiveness and accountability because it can provide a good opportunity for local development and do reform the bureaucracy. Based on the background, this study discusses about the application of the principle of transparency, responsiveness and accountability of the concept of Good Governance within the framework of Bureaucratic Reformation at the Licensing Department of Yogyakarta. The method used in this study is qualitative-descriptive type of research. Data is obtained by using the technique of in-depth interviews and documentation. This study uses the theory of Good Governance, Public Services, and the Bureaucratic Reformation. There are three principles that also support the concept of good governance, which are transparency, responsiveness and accountability. Increasing institutions at the Department of Licensing significantly impact the authority to affect the licensing service. Various innovations have been conducted which resulted positive developments in licensing services. The application of the principles of transparency and accountability in the Licensing Department can be quite good in spite of the merits of an existing information system. Transparency of the procedure, the flow of licensing services, the fees, time and other information related to licensing service have been performed by the Licensing Department to maintain the services of accountability. While the principle of responsiveness is considered good, though still a lack of clarity on the response time and the handling of the speed and accuracy of the complaint. The Licensing Department has made program Advice Planning dan Klipper in response to the rise of license violations.
