However, earthquake and tsunami in March 2011 were the most catastrophic disasters that had ever happened in the history of Japan, not only the earthquake and tsunami, but a nuclear leak that caused chaos on all aspects of life that leads to new problems. Because of that, the Japanese government requires fast response to respond with such extreme disasters. In this case the military has highest capability is expected to take a role in disaster relief. If the military previously only being used as the “last resort” in the event of a disaster, then in the time of disaster that was occurred in 2011, the military is being used as a tool in disaster management for the first time. This is in accordance with the strategy and principles in the protection of human security. Keywords : natural disasters, human security, military, disaster relief.
