Kelayakan Kerja pada Usaha Jasa Katering Berdasarkan Hubungan Kerja Antara Pengusaha dan Pekerja Elsa Catering

Developing countries such as Indonesia are challenged to take advantage labor as capital of development, not a burden on development. The presence of the Small and Micro Entrepreneurs (SMEs) is the answer to that challenge because it is being able to absorb the labor force. The Agency of Trade, Industry, and Koperasi of Yogyakarta (Disperindagkop) noted that more than 70 percent of SMEs are involved in culinary business. It is aligned with business catering services that are currently flourishing, one of which is Elsa Catering. Elsa Catering is able to absorb a lot of labor in line with fluctuations of the order, it is even offered employment opportunities for unskilled labor. On the other hand, International Labor Organization (ILO) had driven studies on decent work as poverty alleviation efforts considering the people‟s job. The number of workers absorbed into the catering industry became the object of the decent work studies. There is a great expectation from this decent work studies in order to make people get a job that descent so that their welfare can be fulfilled. This research used qualitative methods. The location of the research is Elsa Catering located in RW 5 Terban, Yogyakarta. Unit of analysis of this research is the worker and the owner of Elsa Catering, Asosiasi Pengusaha Jasa Boga Indonesia Kota Yogyakarta, and the community group of pramuladi (persons who responsible to food serving). Informants were selected through purposive and snowball. Data collecting technique was observation, in-depth interview, and documentation. Data analysis technique was data reduction, data presentation, and data verification. Validity technique that used was perseverance observation, triangulation, reference, and discussion. The findings of the field based on sources obtained explains that decent work in the catering service business has been fulfilled because the role of trust as the foundation of labor-employer relations. Trust happened because labor-employer relations are at the same social patterns, thus affecting the harmonization of labor-employer relations. On the other hand, Elsa Catering is classified as a business sector that should underlie formal working relationship with the collective agreement, but it has not done so it has an impact on the central role of the entrepreneur as an unilateral decision maker. The dominance of entrepreneurs is evident in employer rules, although there was no violation of the rights of workers in the workplace. It can be concluded that the decent work in the business of catering services at Elsa Catering can be said to be feasible because it has fulfilled the eligibility for the perpetrators of the employment relationship itself.
